On 18 September 2026, Governor Gavin Newsom signed AB 113 (Budget Act of 2026). The Governor’s official legislative update lists it first among the bills signed that day.
The enrolled bill’s Item 4140-101-0001, Provision 12, makes $9,000,000 available “to support gender-affirming care services for children and youth.” That quoted line is the statute’s slogan. The appropriation is state money for sex-rejecting procedures on children and youth. HCAI is to work with DHCS, including Medi-Cal providers and members seeking those services.
The money follows the CMS final rule ending federal Medicaid and CHIP payment for those interventions on children (effective 13 October 2026).
