The Department of Health and Social Services 2020 guidelines are a ministerial directive for providers. For children and youth who have not completed puberty, the guidelines say decisions about opposite-sex hormones or puberty blockers are complex, and they recommend referral to the general pediatric service at Stanton Territorial Hospital. Pediatrics works with the primary-care provider and can connect the youth to specialty services outside the territory, such as pediatric endocrinology, typically an endocrinologist in Alberta. Genital surgery criteria include age of majority, which is 19 in the NWT. Breast or chest surgery eligibility in those guidelines has no age cutoff.
A 19 February 2024 public notice says services continue for NWT residents, including children and youth, with other pathways in Canada and medical travel for eligible residents.
