On 11 June 2020 the Council for Choices in Health Care in Finland (COHERE) adopted its recommendation on medical treatment of gender dysphoria in minors. Psychosocial support first, in school and primary care. Research data is limited. Surgical treatments are not part of care for minors. Hormones that alter sex characteristics before 18 only after thorough, case-by-case assessment at HUS or TAYS, and only if identity appears permanent and the young person can understand irreversible treatment.
This is one of the first European health-authority reversals. Finland treated medical transition of minors as experimental, not as a human right.
Schools. The Finnish National Agency for Education’s national core curriculum makes sexual education a core area of terveystieto (health education) — inside environmental studies in grades 1–6 and as a separate subject in 7–9. OPH’s official summary: young people are offered knowledge and skills to make choices about their own sexuality, identity, sexual rights, and self-determination.
