Health Law 17/2023 Article 137(2) forbids reconstructive or aesthetic plastic surgery used to change identity. That is an identity-surgery statute, not a pediatric puberty-blocker or hormone protocol.
Undang-Undang Nomor 17 Tahun 2023 tentang Kesehatan (8 August 2023; also BPK). Article 137(2): reconstructive and aesthetic plastic surgery must not contradict prevailing social norms and must not be used to change identity. Article 433 sets imprisonment of up to ten years or a fine of up to two billion rupiah for that offence.
The article is a statutory bar on identity-changing surgery. It does not name a nationwide pediatric protocol on puberty blockers or opposite-sex hormones. No official pediatric medical policy is listed.
