Kazakhstan’s health code sets an age-21 door.
The Code of the Republic of Kazakhstan on Public Health and the Healthcare System of 7 July 2020 No. 360-VI (Adilet English) Article 156. Sex change:
1. Persons with gender identity disorders who have reached the age of twenty-one, are capable, except for persons with mental, behavioral disorders (diseases), have the right to change their sex. 2. The procedure for medical examination and sex reassignment is determined by the authorized body.
That is a statutory age floor on the official sex-change pathway.
