Pekeliling Ketua Pengarah Kesihatan Bil. 1/2026 — Garis Panduan Pengurusan Pesakit Differences of Sex Development (DSD) di Fasiliti KKM — is on the Ministry of Health circular list. The guideline covers patients who need referral to a Ministry hospital to change sex from male to female or the reverse. Cases go through a state specialist team, then the national Jawatankuasa Teknikal Kekeliruan Jantina (DSD Technical Committee) chaired by the Medical Development Division.
That committee is the official DSD door. The circular does not open a gender-dysphoria surgery licence in Ministry hospitals.
