Oman’s medical badge is a transformation / sex-change ban. The statute does not name a nationwide ban on puberty blockers or opposite-sex hormones.
Royal Decree 43/2025 issued the Public Health Law (24 April 2025). The attached law Article 16 (Arabic at Qanoon.om): it is forbidden to perform any act that results in transforming a male into a female or vice versa when male or female organs are complete. Sex-determination / تثبيت الجنس is excepted, under the controls of the regulating law.
That exception is the DSD / sex-determination track — disorders of sex development when organs are not complete. It is not a gender-dysphoria surgery licence. Art. 16 does not quote a hormone statute.
