Sri Lanka’s circular is a certificate for the birth register, sitting on top of a WPATH-aligned medical process.
Ministry of Health circular 01-34/2016 (16 June 2016), Issuing of Gender Recognition Certificate for Transgender Community (listed on the National STD/AIDS Control Programme circular page). The certificate is issued so a person can change sex and name on the birth certificate under the Birth and Death Registration Ordinance. The clinician certifies diagnosis of transsexualism (ICD-10) and that the person underwent the gender transformation process according to WPATH standards of care and completed social-role transition.
