Medical care for minorsRestriction▾
SB1138 bans surgeries on minors. Not a ban on puberty blockers or cross-sex hormones. As of 13 October 2026, AHCCCS pharmacy prior-authorization criteria no longer cover puberty blockers or cross-sex hormones for gender dysphoria in patients under 19 and deny them as a benefit exclusion. Patients who started them on or before that date are grandfathered for six months. A 2023 executive order shields remaining legal care.

MedicaidCoverage ended (minors)▾
Medicaid doesn't pay for sex-change procedures at any age. AHCCCS stopped covering puberty blockers and cross-sex hormones for gender dysphoria under 19 from 13 Oct 2026, with a six-month grandfather. A federal CMS rule ends federal Medicaid and CHIP money for puberty blockers, cross-sex hormones and surgery for minors.

SportsSex-based▾
Girls' sports are protected: state law keeps males out of girls' and women's teams (K-12 and higher education). A court challenge was dropped in July 2026, so the law can be enforced. Nov 3, 2026: voters approved Proposition 318 (~58.9% yes), which keeps female teams closed to males. The new text takes effect January 1, 2027, on the governor's proclamation.

FacilitiesSex-based▾
Nov 3, 2026: voters approved Proposition 318 (~58.9% yes). From January 1, 2027, school and college sports locker rooms, restrooms, and shower rooms are separated by sex, so males stay out of women's and girls' spaces. It becomes law on the governor's proclamation.
