Ley 19.684 (Ley integral para personas trans, 2018) article 21: every trans person has a right to integral care to adapt the body to gender identity, including the programmes and benefits of the Sistema Nacional Integrado de Salud, including medical-surgical treatments. Minors need legal-representative authorisation for irreversible genital surgery. Hormone care is part of the statutory package.
Decreto 104/019 tells SNIS providers to supply hormone treatment under the current rules.
Schools. Ley 18.437 (Ley General de Educación, 2008) Artículo 40 lists educación sexual as a transversal line of the national education system. Numeral 8: it shall give educators and students instruments for critical reflection on gender relations and sexuality. ANEP’s later ESI/PES materials implement that statute. That is CSE in schools.
